AWARDS FOR PERUVIANS

(Peru.com:  2006/10/19) In the framework of the Day of Peruvians Abroad, three Peruvians who live out overseas and two Peruvian institutions with headquarters in the United States will be recognized by the Government in merit of their actions of social nature developed for the benefit of other Peruvians. 

As it was reported by Ambassador Jorge Lázaro, secretary of the Peruvian Communities Abroad at the Peruvian Chancellery, these citizens and institutions were chosen of a total of 97 nominated, all of them with high civic qualities and authentic commitment to other Peruvians. 

Among the Peruvians that will be distinguished by the consulates of the countries where they reside, is Doctor Jenny de la Torre, who offers, since 1994, free medical services in Berlin (Germany), to residents without medical insurance and even without stable homes. 

In 2002, De la Torre created a foundation on her name in order to offer social, moral, and medical support to the Peruvian community and also communities of other countries; her recognized intellectual and professional prestige encouraged the German authorities to offer her the German nationality. 

Another Peruvian selected by a special commission of the Chancellery was Hector Pretell Loc, Peruvian doctor who regularly visits other Peruvians hospitalized at Argentine hospitals, where he oversees that they receive efficient and not discriminatory medical services. 

Dr. Pretell has collaborated in multiple activities organized by the General Consulate of Peru in Buenos Aires, and had received a diploma for his 25 years of service in the Municipality of that city. 

Fideliza Angelica Valencia Pastor, a Nun from Arequipa who resides in Bolivia, is another of the awardees  by the Peruvian Government due to her participation in developing actions of social nature to benefit imprisoned Peruvian citizens in that country, especially the ones at “Centro de Orientacion Femenina de Obrages” the Center of Female Orientation of Obrajes. 

The Chancellery has also chosen among the nominated candidates, the “Peruvian American Foundation of Neurosurgery” of California, presided by Doctor Anselmo Pineda; and the Peruvian American Medical Society (PAMS) of Chicago, both organizations are located in the United States. 

The Foundation carried out hundreds of free surgeries for Peruvian citizens and offers a solid support to young Peruvian doctors, while PAMS has sent over the past 30 years many missions of humanitarian doctors to the most remote areas of Peru, supplying all costs involved.

Ambassador Lázaro reported that the selection was difficult, and that the five chosen persons will receive a diploma of recognition through the consulates of the cities where they reside. 

 


 

DAY OF THE PERUVIANS ABROAD

THE SUPREME DECREE OF FOREIGN AFFAIRS Declares 18th October of each year as "Day of the Peruvians who reside abroad"

SUPREME DECREE N° 060-2006-RE

THE PRESIDENT OF THE REPUBLIC,
TAKING INTO ACCOUNT: 

That, it is function of the State, through the Ministry of Exterior Relationships, to promote the associations of the Peruvian community abroad with the mother country, promoting the national identity. 

That, it is convenient to point out the participation of the Peruvian immigrants abroad as the active promoters of the values of our nationality, our culture, tourism and investments for the country, as well as executors of the progress and development of their town of origin;

That, it is important to consider the large potential for Peru with the connection of Peruvian immigrants, given that they can contribute the experience and knowledge acquired abroad to the  development of diverse areas of the nation 

That, it is necessary to contemplate the efforts that implies for Peruvians abroad to confront the difficulties of adaptation to values of the society and culture of the receiver country, as well as the restriction of economic resources as a result of their migratory condition. 

That, it should be dedicated a determined day of each year, to stand out the image of Peruvians who reside away of the national territory, in order to strengthen the associations of the Peruvian community with Peru. 

In use of the faculties conferred by the Article 118th, number 8, of the Political Constitution of Peru.

DECREES: 

1st Article:  It is declared that 18th October of each year will be known as the "DAY OF PERUVIANS THAT RESIDE ABROAD". 

2nd Article  The Ministry of Foreign Affairs will proceed to honor and reward the Peruvians abroad, who each year, have been outstanding in developing actions of social nature in benefit of other Peruvians, and had contribute to the strengthening and linking of Peru with the Peruvian community abroad. 

3rd Article:  The Ministry of Foreign Affairs through a Special Commission, will award Peruvians, each according to the previous article, considering the candidates proposed by the Councils of Consultation or other properly organized associations representative of the Peruvian communities abroad. 

4th Article:  The Special Commission of the Ministry of Foreign Affairs, referred in the previous article, will conform of the following: 

- President: Vice Minister General Secretary of Foreign Affairs;
- Secretary of Peruvian Communities Abroad;
- Secretary of Administration. 

5th Article:  The present Supreme Decree will be endorsed by the Minister of Foreign Affairs.
